SENATE RESOLUTION NO. 30

Manchin, Helmick, Anderson, Plymale, Whitlow, Sharpe, Schoonover,
Love, Oliverio, Blatnik, Buckalew, Kimble, Deem, Yoder, Minear,
Boley, Miller, Walker, Wooton, Jackson, Dugan and Tomblin (Mr.
President)
Commending the West Virginia National Guard for its meritorious
service to the citizens of West Virginia during the blizzard
and flooding crisis of January, 1996.
Whereas, The National Guard is a centuries old institution and
a vital part of our national defense and emergency preparedness
systems; and
Whereas, The West Virginia National Guard consists of nearly
six thousand soldiers, airmen and employees in fifty-eight Army
National Guard units and two Air National Guard groups throughout
the state. Its mission in West Virginia is to preserve peace,
order and public safety; and
Whereas, Unless called for active duty by the federal
government, the National Guard is under the command of the governor
of West Virginia and plays an important role in times of natural
disasters; and
Whereas, When natural disasters have left the citizens of West
Virginia in chaos, the National Guard has been a much needed force
to aid those who have been affected; and
Whereas, The record amounts of snowfall followed by record
flooding in twenty-two of West Virginia's counties caused the
National Guard to move into action for the protection of our
citizens; and
Whereas, The National Guardsmen activated by the governor's
call to respond moved quickly and efficiently into the affected
areas of West Virginia lending themselves to the communities with
compassion, dedication and a genuine concern for their fellow man;
therefore, be it
Resolved by the Senate:
That the Senate hereby commends the West Virginia National
Guard for its outstanding and dedicated service to the citizens of
West Virginia through its active participation in the aftermath of
the blizzard and flooding crisis of January, 1996; and, be it
Further Resolved,
That the Clerk is hereby directed to forward
a copy of this resolution to the adjutant general of the West
Virginia National Guard.
